Home › Poinciana Handyman Licensing Guide
What a Poinciana handyman can — and can’t — legally do
Florida does not require a state contractor licence for general "handyman" work — minor repairs, carpentry, painting, fixture swaps, drywall patching, and punch-list work. That carve-out has real limits, and it never covers electrical, plumbing, HVAC/AC, or roofing work, no matter how small the job. This page lays out what we found, sourced, so you can see exactly where the line sits — it is not a claim about this business’s own insurance or registration status; see the footer and Contact for that.
Where the line actually sits
The dividing line isn’t the size of the job — it’s the trade. A big punch-list of small repairs can still be handyman scope. But if any item on that list touches house wiring, gas or water lines, refrigerant, or the roof deck, that item needs its own licensed specialty contractor no matter how quick or small it looks. We’ll flag those items up front rather than stretch handyman scope to cover them.
Florida’s new permit exemption — HB 803
Starting July 1, 2026, Florida House Bill 803 requires every local government that issues building permits — including both Osceola and Polk Counties — to exempt single-family residential work valued under $7,500 from needing a building permit, unless the property sits in a designated flood hazard area or the work is electrical, plumbing, mechanical, gas, or structural. That likely covers a lot of routine fence-panel and deck-board repair, but the exemption isn’t automatic — a homeowner or contractor typically has to notify the building official of the scope first.

Permits for deck and fence work
| County | Villages | Building department |
|---|---|---|
| Osceola County | Villages 1, 2, 5, 9 | Osceola County Building Department · 1 Courthouse Square, Suite 1400, Kissimmee, FL 34741 · (407) 742-0200 · permits.osceola.org |
| Polk County | Villages 3, 4, 6, 7, 8, and Solivita | Polk County Building Division · 330 W. Church St., Bartow, FL · (863) 534-6080 · polkfl.gov/services/building |
Osceola County lists fences and wood decks on its residential permit-requirement page. A fence permit there has been quoted at roughly $60 (including a $30 zoning review) by a single third-party source — [NEED: verify against Osceola County’s current fee schedule].
Local business tax
Both counties require an annual Local Business Tax Receipt to operate a service business there. Osceola County’s runs about $30/year (renews July 1–Sept 30). Polk County requires its own receipt too, likely under a general "Class A, Non-State-Regulated Business" category — [NEED: confirm the exact Polk County classification and fee for this business type directly with the Polk County Tax Collector].

What this means for a Poinciana homeowner
- Small, one-off jobs can be general handyman scope under Florida law
- Electrical, plumbing, HVAC/AC, and roofing always need their own licensed trade — never a handyman, regardless of size
- Deck and fence work may need a county permit today, with a new statewide exemption for work under $7,500 arriving July 1, 2026
- Which county’s permit office applies depends on which Poinciana village the property is in
